சாயம் வெளுத்த "நோபல் பரிசு"

லண்டன் பொருளாதாரம் 1970 களில் வீழ்ந்த சமயத்தில் அதை மீட்கவழி வகுத்ததாக கூறி, 1974 களின் நோபல் பரிசு பிரிட்ரிக்  பான்  ஹைக் க்கும், குன்னர் மிர்டாளுக்கும் பங்கிட்டு கொடுக்கப்பட்டது.  மிர்டால் நவீன பொருளாதாரத்தை எதிர்த்தார். எதிர்ப்பாளர்களின்  வாயை அடைக்க அங்கீகரிப்பு என்ற பெயரில் கொடுக்கப்படும் லஞ்சம் என கருதி மிர்டால் அதனை வாங்கமறுத்தார். 

இன்றும் அதே போல் அமைதிக்கான நோபல் பரிசை அமைதி இழக்கும் நிலையில் உள்ள ஐரோப்பிய நாடுகளில் அமைதியை நிலை நாட்டினர் என்று கூறி ஐரோப்பிய யூனியன் தலைவர்களுக்கு வழங்குவது பெரும் சர்ச்சையை ஏற்படுத்தியுள்ளது. 

இது போன்ற பல துறைகளில் வியாபார ரீதியான ஆராய்ச்சிகளுக்கு நோபல் பாரிஸ் கொடுத்து அவர்களை நவீன பொருளாதாரத்தை தக்கவைக்க மேலும்  ஆராய்ச்சிகளை ஊக்குவிக்க கொடுக்கும் இந்த பரிசின் சாயம் இப்போது   வெளுத்துள்ளது. வெந்த புண்ணில் வேலை குத்துவது போலாகும். 


அமைதிக்கான நோபல் பரிசை பெறுவதில் சர்ச்சை

பிரசல்ஸ்: "அமைதிக்கான நோபல் பரிசை, ஐரோப்பிய யூனியனில் உள்ள நாடுகளின் தலைவர்கள், ஒன்று சேர்ந்து பெற்று கொள்ள வேண்டும்' என, வற்புறுத்தப்பட்டுள்ளது. அமைதிக்கான நோபல் பரிசு, இந்த ஆண்டு, ஐரோப்பிய கூட்டமைப்புக்கு, அறிவிக்கப்பட்டுள்ளது.இரண்டாம் உலகப் போரின் போது, சண்டை போட்ட நாடுகள், தற்போது ஒன்றிணைந்து அமைதியாக இருப்பதை பாராட்டி, 27 நாடுகள் கொண்ட ஐரோப்பிய யூனியனுக்கு, இந்த அமைதி விருது அறிவிக்கப்பட்டுள்ளது.

ஐரோப்பாவில் 44 நாடுகள் உள்ளன. ஐரோப்பிய யூனியனில் இல்லாத நாடுகள், இந்த விருதுக்கு கண்டனம் தெரிவித்துள்ளன.ஐரோப்பாவில் உள்ள பெரும்பாலான நாடுகள் இன்று பொருளாதார நெருக்கடியில் சிக்கி தவிக்கின்றன. நோபல் பரிசைல நேரில் யார் சென்று பெறுவது, பரிசு பணத்தை பிரித்து கொள்வது உள்ளிட்டவற்றில் சிக்கல் நிலவுகிறது.

"ஐரோப்பிய யூனியனின் தலைவர், வான் ராம்பி, நேரில் சென்று இந்த பரிசை பெற்றுக் கொள்வார்' என, பிரான்ஸ் மற்றும் ஜெர்மன் அதிபர்கள் தெரிவித்திருந்தனர்."நம்மை மதித்து அளித்துள்ள இந்த பரிசை, ஐரோப்பிய யூனியன் தலைவர்கள் அனைவரும், ஒன்று சேர்ந்து பெற வேண்டும்' என, ராம்பி வற்புறுத்தியுள்ளார்.நோபல் பரிசை, ராம்பி பெற்றுக் கொண்டால், யார் ஏற்புரை நிகழ்த்துவது என்பதில், தற்போது சர்ச்சை நிலவுகிறது. நோபல் பரிசை உருவாக்கிய, ஆல்ப்ரெட் நோபலின், நினைவு தினமான, டிசம்பர், 10ம் தேதி,நோபல் பரிசு வழங்கப்பட உள்ளது.

Build a selective barrier between Government and Ryots



The following is an article published in THE HINDU, a daily and I thought of adding few comments to the farmer's continuous questions, which has been asked for decades on which the country raiders (government) don't have any hearing. We need a real alternative to save peasants. 
Break the barriers between researchers and ryots

For a farmer, the field is office and a good crop means a rewarding salary. “If he manages to get a little extra then he considers it as a bonus. In a country, where agriculture is supposed to be thousands of years old, isn’t it an irony that a majority of its farmers are not happy financially,” says Mr. P. Jayaram, a progressive farmer in Bangalore growing grapes, tomato, vegetables and mulberry in 15 acres. Who is to be blamed for the present crises?
                Core reason: British are to blame. They were the one who have dismantled the village economy by bringing in the exploitative agriculture based on cotton, indigo, saltpetre, tobacco, tea, coffee and rice exports.


Accountability is a must
“There is no use in passing the buck. Accountability is a must, Of what use are all the financial schemes and bank loans, all claiming to be in the farmers’ interest?
“Most of these are only on paper. Do you know the difficulty in getting a Rs.10,000 small-crop loan from a bank? Ask a farmer and he will tell you. And today we are able to buy a Rs. 5 lakh car in a few hours over the phone. Is this a healthy economy?” he asks.
“I am not disputing the fact that the facilities and comforts are today a necessity, but in the name of new luxuries, farmers and agriculture should not be bartered,” he contends.
“Agriculture” is bartered i.e. the peasant farmers living in a village. Agriproduction is welcomed by the credit institutions. The economic system is capital centric. If a crop (Take example of Vanilla, Tea, Coffee, Sugarcane, cutflowers or any commercial crops, food processing) is economically yielding those farmers get crores of Rupees. I know a friend who works in a private bank didn’t want to risk with small farmers rather giving loans to few capital and creditworthy paddy processors than peasant paddy growers. The peasant farmers who stick to the staple food production were only bartered. Peasant farming is survival case for farmers. Banks are not charity institutions to lend the peasants. They will red carpet the non-food growers, borewell business, sand mining business and all sorts of businesses which destroys peasant farming resources. Gov’t has no understanding and this post independence gov’t is the middleman between illegal corporate and “85% land owning peasants”.

Role of media
India being an agrarian country, it is the duty of journalists to identify and suggest solutions to burning problems of villages, instead of only reporting on deaths and suicides, Mr. Jayaram argues, calling on the media to be proactive in this.
A journalist’s report must be like a platform to record, show, inform the society about farming experiences in villages, and their traditional methods of conserving land, water etc. According to him, though farmers are true scholars in their area, in reality they are not treated so.
Journalism in agriculture needs lot of regional and local understanding. Unfortunately it is the fundamental lacking point in the government system. Then how come the media would address the farmers issue. In India, the media don’t had original thinking and expressions since independence. It failed to fight the under understanding and misunderstanding policies of the nehruvian model.
“Often the brick compound wall and wire fences erected around agriculture research centres keep them away from approaching these places.
“Being shy and reserved by nature, a farmer naturally gets flabbergasted by the security at the gate and the protocols involved in such centres,” he says.
“Till date I have never heard or seen any instance where a farmer treats his guests anything but cordially. But the same farmer seldom receives the same courtesy in agricultural offices or research centres he visits.”
Securities were not five star hotel employees and researchers are not extension or consulting officer to receive the farmers cordially and hear his queries. But the AOs in the gov’t system, they are and they must.  For that they should be from local area and they should be consulted by the IAS officers in the top hierarchy for bringing policy decisions. Most of the AOs have interests to help farmers, but the misunderstood and malfunctioning top level administration will always destroy interests of grassroot extension officials. Brainless IAS officers and the backboneless politicians were to blame.


Not be a barrier
“Such a treatment of the farmers is not acceptable. The high walls of the research centres should be limited to safeguard the privacy of research, and must not become a barrier between the minds of the researchers and the farmers,” explains Mr. Jayaram. In fact it is their knowledge and skills that should be sought after by those in agricultural varsities. Scientific farming should evolve involving “true scholars” – the farmers, according to him. The fact to be noted here is that though the famine or flood does not seem to affect a politician a beauraucrat or businessman - it is only the farmer who endures the loss and suffers.
I never accept the scientific farming. It is scientific production. Farming is a history. Today, we have ultra modern scientists who compartmentalize the farming research and fail to think coherently to move further. Thatswhy the mainstreams disciplines like of so called scientific farming marches in different directions.


Needs money
“Have you ever heard about a person from any other profession committing suicide due to crop failure,” he asks.
Seeds, fertilizers, insecticides etc. do not come free of cost. Even such a basic profession as farming needs money.
And the farmer needs financial assistance. Drawn by the several advertisements, that endorse these financial institutions, a farmer buys the seeds and sows it with hopes of high yields.
“When he fails to get a good yield the company that supplied the seeds does not take any reponsibility, and the agriculture experts keep tight lipped. This is the case prevailing in many villages,” asserts Mr. Jayaram.
Guinnie pigs are only for tests. But unfortunately, here they are also for the businesses.


Indirect support
By lowering the rate of interests time and again, the government too indirectly encourages them to take such financial assistance, making them lifelong debtors.
The hope of a getting a good yield remains just a dream for a poor farmer.

Government is misgoverned. It will lost until it gets separated from the export oriented exploitative agriculture.
Land is important and its important that how you use the land. The current government system has no clue or understanding about the traditional system managing the land. Next generation has already turned in to economic, cultural and environmental refugees due to the wrong temptation, education and resource management. Its is time for the proactive, truthful scientists and the traditional farm folks who haven't lost their traditional land governance knowledge to wakeup and make checks wherever necessary  to  stop government in spoiling the system and reclaim the local administrative system.

Earmarking 25 per cent of the posts in the Forest Department recommended

But no Government Orders issued in this connection


Coimbatore: Seeking recruitment prospects for B.Sc Forestry graduates as Forest Rangers (Apprentices), students of the Forest College of Tamil Nadu Agricultural University have commenced an indefinite strike on Saturday.

The students pointed out that the National Commission on Agriculture recommended that the agricultural universities in the country should take up Forestry Education in order to meet the manpower needs of Forestry. Based on this, the Department of Environment and Forestry, Government of India, took the initiative to start B.Sc (Forestry) programme in State Agricultural Universities.

Accordingly, 14 agricultural universities started B.Sc Forestry programmes. As per the State Planning Commission recommendations of 1972, the TNAU also started a four-year professional degree during 1985-86 and M.Sc Forestry in 1989-90.

Admission to the course was done based on Common Entrance Examination conducted by the government till the recent past. Students were also asked to have minimum physical standards prescribed by the Forest Department for recruitment.

Demands of the students had been discussed over the years and detailed proposals were sent to the government to take a policy decision to give preference to Forestry graduates in the recruitment to various positions available in the Forest Department (as Forest Rangers and Assistant Conservators of Forest).

The government referred the issue to the Principal Chief Conservator of Forests (PCCF). The university was communicated that the PCCF had recommended 25 per cent of the posts in the Forest Department may be exclusively earmarked for B.Sc and M.Sc Forestry students. However, as of now no Government Orders were issued in this connection.

Appointing apprentices, who were non-forestry graduates selected by TNSPC and giving two-year training at Rangers Training College would only result in waste of the government money besides injustice to qualified Forestry graduates.

The B.Sc Forestry course was prepared by experts and six-month Forest Range training was also given to the students.

These adequately trained Forestry professionals with scientific knowledge in modern conservation and management strategies would be able to fulfil the present and future management needs in the forestry sector.

The Forest Policy of 1988 stressed the need for professionally qualified persons in managing forestry sector. Convinced of the importance of Forestry professionals, Jammu and Kashmir had 100 per cent reservation, Karnataka had revised it to 80 per cent from 50 per cent and it was 50 per cent for Assistant Conservator of Forests), Kerala 25 per cent, Bihar 50 per cent, Orissa 25 per cent, Haryana 70 per cent and Himachal Pradesh 70 per cent reservation for Forestry graduates.

The students had filed a writ before the Madras High Court demanding reservation on September 24, 2009 and the court had sought a reply from the State Government within 12 weeks. But as on date, the Tamil Nadu State Public Service Commission had published an advertisement stating direct recruitment of 80 vacancies to the post of Forest Apprentices through TNPSC examinations.

Under such circumstances, the students had begun an indefinite strike from Saturday to draw the attention of the government towards the 25-year-long pending demand on direct recruitment as Forest Rangers. The students had planned to submit a petition to the District Collector on November 23 addressed to the Chief Minister.

Forestry students seek reservation

Nov. 23: Students of the Forest College and Research Institute who are on an indefinite strike demanding 45 per cent reservation in the recruitment of forest rangers called for by Tamil Nadu State Public Service Commission (TNPSC), on Monday, tonsured their heads to protest the ‘injustice’ being meted out to qualified forestry graduates. TNPSC has announced direct recruitment of 80 vacancies to the post of forest apprentices through TNPSC examinations.
“Appointing non forestry graduates and also civil and mechanical engineers for the post of forest rangers and assistant conservator of forests, as called for by TNPSC is ‘unfair’ and could result in the wastage of Government money. There has been no review on the recruitment procedure after 1983, when there were no dedicated forest colleges. Twenty one batches have passed out so far in the forest college at Mettupalayam. And every year there is an outcry, we are promised reservations but nothing has happened in the past 26 years,” the students of the college lamented.

Convinced of the importance of forestry professionals, J&K had 100 per cent reservation, Karnataka had revised it to 80 per cent and it was 50 per cent (for assistant conservator of Forests), and HP 70 per cent reservation for forestry graduates.

“If the forestry students are not given a fair deal just as those graduating out of any other professional course, the Tamil Nadu Green Movement will move HC to stay the recruitment process and a PIL will be filed very shortly. It is illogical to reject qualified forest graduates and recruit civil and mechanical engineers who need to be trained in forestry from scratch,” secretary of TN Green Movement Jayachandran said.

Forest College students threaten stir

Coimbatore: B.Sc and M.Sc students of the Forest College and Research Institute at Mettuppalayam have decided to go on an indefinite fast, they told reporters here today.

Employment
The students had been on strike for the last 50 days demanding employment prospects for the post of Rangers and Assistant Conservator of Forests in the Tamil Nadu Forest Department. Recently the Tamil Nadu Public Service Commission has invited applications to fill the posts of Rangers from the open category. The students say the B.Sc and M.Sc Forestry courses were designed to provide skilled workers to the Forest Department. The decision was taken following the recommendations of the Planning Commission.

Many of the States had reserved a certain per cent of posts in the Forest Department for the
students of Forestry courses. The forest college was remaining closed for two months and students were asked to vacate the hostel.
Students said the forcible removal by police on Friday had caused injuries to five students and they were denied treatment at the Medical College Hospital.

Action sought
The students have sought action against the police officers responsible for the forcible action.

குடியரசு தினம் என்னும் சடங்கு



அனைவருக்கும் வணக்கம்,

சும்மா பார்மாலிட்டிக்கு குடியரசு தின நாள் நல்வாழ்த்துக்கள். என்ன பாக்குறீங்க! என்ன தேச துரோகின்னு திட்டிடாதீங்க! குடியரசு தினம், சுதந்திர தினம், தேசிய ஒருமைப்பட்டு தினம், கொடி நாள், இப்படி பல சடங்குகள் இந்தியா என்னும் தேசியத்தில் உண்டு. இந்தியாவில் உள்ள பல கலாச்சார சடங்கு சம்பிரதாய பண்டிகைகளை போலவே இந்த தேசிய தினம்களும். உலகமயமான தேசியத்தில் கலாச்சார பண்டிகை நாட்களும், தேசிய தினங்களும் அதன் உற்சாகத்தை இழந்துவிட்டன. இவை வெறும் விடுமுறை நாட்கள் அவ்வுளவே! அதைத்தாண்டி வேறுஎதுவும் இருப்பதாக தோன்றவில்லை.


இந்திய என்னும் தேசியம் கிட்டத்தட்ட அறுபது ஆண்டுகள் நிலைத்து நின்றுவிட்டது! வெளிப்போக்கிற்க்கு? உள்ளே(மக்கள் மனதில்) என்றோ நீங்கி விட்டது. மக்கள் மனதில் உள்ள தேசியம், குடியரசு என்பது நாட்டை ஆளும் பிரதமர், குடியரசுத்தலைவர், அதற்க்கு கீழுள்ள மந்திரிகள். தாங்கள்தான் குடியரசின் ஆதாரங்கள் என்ற எண்ணம் மக்கள் மனதில் இருந்து நீங்கி விட்டதா? அல்லது நீக்கப்பட்டு விட்டதா? என்ற கேள்வி பல நாட்களாக என் மனதில் உண்டு.


1990 வரை அனைத்திற்கும் அரசை எதிர்பார்த்தோம், அதன் பிறகு அரசு சார தனியார் நிறுவனங்களை எதிர்பார்த்திருக்கிறோம். இப்படி எதற்கும் பிறரையே எதிர்பார்க்கும் நாட்டு மக்களை குடியரசு நாட்டு குடிமக்கள் என கூறுவதற்கு என் நா கூசுகிறது. மக்கள் சக்தி என்பது இந்த நாட்டில் கிடையாது. சமூகம் கட்டமைப்பு என்பது சிறிய அளவில் இருந்தால் மக்களின் பலம் அதிகரிக்கும். சமூக கட்டமைப்பு என்பதே பல கோடி பேரை கொண்ட மொழி, இன, மாநில, தேசியவாத குழுக்களாக, ஒற்றைகால் விரலில் நிற்கும் பயில்வான் போல உள்ளது. பயில்வான் போல ஒரு போக்கு காட்டி நாங்கள்தான் உலகின் மிகப்பெரிய குடியரசு நாடு என்று கூறிக்கொண்டு, நம் பலவீனங்களை சரிசெய்துகொள்ளாமல், வெறும் பொருளாதாரா கணக்கு காட்டி உலகையும் ஏமாற்றி நம்மையும் ஏமாற்றி வருகிறோம்.

விரைவில் அமெரிக்க நிதிநெருக்கடி போல, நமது நெருக்கடிக்குட்டுகளும் வெளிப்படும். இந்திய குடியரசு என்பது கேள்விக்குறியாக்கப்படும். மக்கள் மீண்டும் ஒரு குடியரசை கிராமங்களில் அமைப்பார்கள் என்று எதிர்பார்க்கலாம்.

ஓங்குக மக்களின் அறிவு! தழைக்க மக்களின் நீதி! வாழ்க கிராமிய குடியரசுகள்!
